
Honduras’ Congress agreed today to allow Zelaya to return to office, but is now stalling on when that will happen. However, time is running out in order to do so before the November 29 election, and Congress is hinting that it may even be after the election before Zelaya is given the green light. I don’t even know how to characterize this. The faint hopefulness of reaching the reinstatement agreement is far outshadowed by the ability of a coup government to demand and receive concessions in the face of a lame duck, duly elected president.
